Health Canada's Special Access Program (SAP) is designed for patients with serious or life-threatening conditions on a compassionate or emergency basis when conventional therapies have failed, are unsuitable, or are unavailable. However, the program has denied the Centre permission to use two new antiretroviral drugs (TMC114 and TMC125) in combination that may prolong the lives of five patients who have proved resistant to all available treatment options. All five patients' clinical outlooks are desperate. A sixth eligible patient passed away while awaiting for consent from Health Canada. The Centre is confounded by Health Canada's concerns that this initiative might prove toxic to desperate, dying patients who are prepared to sign waivers showing they accept the risks.
